State marijuana regulators join forces, share information As the U.S. government moves closer to federal legalization of marijuana, states are looking for ways to legally transfer commercial products from one state to another. A major obstacle is the lack of consistency in the forms and documents required by the state, which leads to redundancy and slows down the entire process. California’s Bureau of Cannabis Control (BCC) on 18. February 2021 announced that the state has officially joined the Cannabis Regulators Association (CANNRA), a non-partisan organization that seeks to facilitate information sharing among state cannabis regulators, develop a more uniform statewide framework where possible, and assist federal, state and local jurisdictions that have adopted or are considering cannabis legalization. Established in November 2020, CANNRA is comprised of the leading regulators and supervisors of cannabis for medical and/or adult use in their states and includes the states of Arizona, Colorado and Connecticut, Delaware, Florida, Georgia, Hawaii, Illinois, Iowa, Louisiana, Maine, Massachusetts, Maryland, Michigan, Minnesota, Montana, Nevada, New Jersey, New York, North Dakota, Oregon, Rhode Island, South Dakota, Utah, Washington, D.C.C. Learning from the mistakes and successes of others

CANNRA was created as a forum for regulators from across the country to share experiences and best practices, said Tamara Colson, acting bureau chief, who was appointed by Governor Gavin Newsom as a voting member for California. I welcome this opportunity to promote California’s collaboration with regulators across the country. While CANNRA is not a lobbying group, it aims to provide policymakers with objective information to help them make informed decisions when considering the legalization and regulation of cannabis.

General basis for cooperation

CANNRA strives to ensure that all of the following elements are met:

  • Promote the most effective and equitable cannabis laws and regulations in states/territories to prevent the supply of cannabis to minors, to prevent the diversion of cannabis to states/territories where it is not legal, to prevent criminal enterprises and activities against cannabis businesses, to prevent drunk driving, and to protect against drug use and other negative public health consequences of cannabis use.
  • Develop and promote practices that best implement the specific laws and regulations governing cannabis in each state/territory;
  • Wherever possible, strive for uniform laws, regulations and best practices;
  • facilitate the exchange of information between regulators and industry representatives ;
  • Provide information to elected officials and policymakers with authority over jurisdictions considering legalizing cannabis or establishing a new regulatory framework for cannabis; and
  • Strive to harmonize the application of cannabis laws and regulations across states and territories.
